Maybe it leaves door open for Americans to be charged in connections with other Russian efforts. But I don't see it happening in connection w/this social media/ grassroots organizing effort.

Why not? Lots of places in indictment where potentially obvious conspiracy might be in there.

Sounds awfully broad. So by that standard California city officials can be charged with "conspiracy to defraud" the government (ICE) because they are working to stop them from carrying out their duties.
