Not only that, Dick Cheney, a liar of historical proportions in his own right, even met with Fitzgerald UNDER OATH. If Cheney can do it, surely Trump can?

Yes. Of course Dowd's claim is pure rhetorical positioning to justify defusing to cooperate. I do hope that Trump feels patronized by his lawyers and insists on talking to Mueller

Government officials lie under oath all the time. And there's rarely a penalty paid for it because they *are* "the system". "Under oath" is capitalized as if it means something other than "lying after swearing not to". Liars lie.
