Made me laugh! Seriously again, the idea that NSA & CIA were trying to buy back the NSA toolkit doesn't pass the smell test. Zero chance copies not kept/released into the wild, and NSA & CIA had to know that. This was never about getting toolkit back. Again, walking cat back!

I thought the point was that not all of it has been made public, and they wanted to know exactly what had been compromised? Obviously copies can be made. But knowing *what* has been compromised is really, really important information.
