In case anyone is unaware, Kelly, as Southcom head, oversaw GTMO. He enabled a prison commander in 2013 to break the a mass hunger strike by making the men’s lives as miserable as possible. Ironically, it was the men’s brave suffering that refocused Obama’s attention on GTMO.
