1) That's a different practice than the one I'm talking about. 2) The issue is not so much ending a practice (they didn't end this), but requiring the govt to destroy stuff they shouldn't have gotten. 3) You'd do well to read abt this stuff from people who understand it.
I don't know about your capabilities at all. I do know I was the first person to write on that memo, and probably the only competent one to do so, in part bc I had IDed all the problems identified in the review before the memo came out.
