So, why didn't Nunes pick one of the others--Manafort, Flynn, or Cohen--to try to make case FBI used dossier to get wiretap?

Flynn and Cohen not known to be targeted (and I'm virtually certain Flynn never was; FISC might hesitate to target a lawyer, too). Manafort was already being investigated before he joined campaign.

Also, why/how did Carter know Ryan/Nunes would be riding to his rescue? Part of this may also be to have some cover for the "we're definitely not obstructing justice" argument. They can claim they are attacking the process, not the investigation.
