That's a quote from a hearing that was on TV. How is that hiding anything. Also, you're misreading the Manafort indictment.
What's the scope? Has the counterintelligence investigation become criminal? Is the President implicated? 24/7 leaks make it appear so. Rosenstein pretty much testified: "Mueller and I know what the scope is, and we agreed." That tells the public nothing.
