I don't think so. Based on public info there was an individualized FISA order for Carter Page's comms. This is the original part of the law passed in 1978. Fair point, but -- and I could be wrong -- I doubt thats what most people are talking about in this context.
No one (except me) is talking about it in this context. Which tells you how serious these people are about actual abuse.
