Could Trump use the Vacancies Reform Act to install a 'temporary' acting FBI Director of his choosing if Wray were to resign? (In quotes bc Trump's acting people have a tendency to illegally overstay their welcome)

My guess is that he will stay to protect the FBI. Trump will be reluctant to fire another FBI Director, and we don’t want a Trump stooge in the position.
