If you ask ODNI if they have a near perfect record on FISA apps, they'll provide numbers showing they do. If you ask FISC if they're a rubber stamp, they'll provide numbers showing they're not. Trust FISC on this point, not ODNI.

In fact, the FISC numbers (modified apps) show that they often provide way MORE oversight than a typical magistrate, by controlling how much data the govt can keep. But trust me: Rosemary Collyer is a shitty FISC judge.

Anyway, those new numbers from US Courts are just one of the transparency features of US Freedom Act that privacy community has largely not really made use of. Bob Litt suckered you by drowning you in "transparency" and it, largely, worked.
