I think it's more like - the memo is a house intelligence committee document, so only house members have access to it. Nunes is pushing for its general release, not sure what the argument really is here.
It's classified. Usually the people who originate classified information get to see what's being released before it is.
Assume you're talking about the fbi. They know what the original classified docs are. They've been stonewalling on all this. I wouldn't let them see it either. Next thing you know WaPo will have a breathless story trashing the memo before it's even released.
