The abuses started--we don't know when--as part of Stellar Wind. At least by 2007. But at least under Obama, Admin agreed to delete ill-gotten comms. Not so Trump Admin. They've KEPT this & kept spying as a result.

Partly that's just bc Rosemary Collyer is the worst FISC judge ever. Her predecessors: esp Reggie Walton and John Bates forced Admin to destroy illegally collected comms. Collyer deviated from that precedent.

Earlier, shortly after 9/11 would be a good guess as spying was wholesale, warrantless & not revealed until Dec. 2005 (NYT). Recall that there were press reports that the UN & diplomats were targeted in 2002-2003 in the wind up to the Feb. 2003 Colin Powell UN speech & UNSC vote.
