And they keep doing it because no one goes to jail. Put a few people in a federal facility for contempt or perverting the course of justice and watch things start to change. Loyalty only goes so far. Liddy and Haldemann found that out the hard way.

I don't know all the nuances of US Federal judiciary history regarding real penalties, but regardless of that, it sure is the case that too often those responsible in the Executive branch are never held accountable.

Their processes are not designed for law enforcement. They tend to be good at what they do, but what they do is gather intel, and other activities are given low priority.

Even assuming not designed for LE, I can't really believe that NSA IT doesn't understand their own databases & data storage. It simply doesn't pass the smell test of even a nominally competent IT organization.
