My position is that you misread the sentence you are calling false and that it is not false, but accurate. No more, no less.
Okay. But all the sentence says then is that "because NSA operates in secret we can guarantee that we can continue Fourth Amendment violations for years and still get credit for self-fixing." It's actually proof that this program is abused (and was, while you were at NSA).

Moreover, it is still false that certain parts of the violations (such as that some queries were not audited, IDd in 1/2017) were found b4 made public.
