I don't get it. What's in it for Dems to acquiesce to this?

because there’s really not much difference between the two sides when it comes to war, surveillance and Wall Street

Hold on. Would the existing program expire if the bill werent passed? If so could it be reasonable to determine that real cost/risk to Nat Sec of allowing program to lapse was not permissable and therfore have to stomach this for now?
-
Would the existing program which allows warrantless unconstitutional searches expire? Is that your question?

"dissent as a national security threat" Well, thanks for the block of ice that just traveled up my spine
-
Govt Intel services always viewed dissenters as national threat. It's been happening since civil rights, Vietnam protests. Even in the 30s, strikers, labor activists were labeled commies and a threat to America.
-
The northwest's biggest army facility, Fort Lewis, was put where it is in order to suppress labor unrest. The timber barons donated a big chunk of the land.
-
Back in the early days of the labor movement companies had private police forces like Pinkertons too. I laugh when I hear "we have to stop the facists". It's too late, the govt, business, military have been running America for years. The definition of facism.

If you weren't done with the Dem Party after the Primaries, their collusion with Repubs on the FISA Bill and their almost total bi-partisan vote for the massive Military Budget Bill should be the final straws. We have NO Representation in Cong/Senate anymore. NEW PARTY is a must

Move on from this. Pelosi knows how to read polls. With comatose media R's would hammer D's voting NO as soft on security. This bill would pass without D support. Winning back the House is the first order of the day.
-
Absolutely incorrect. Would not have passed without Democrat support. A number of Republicans voted against it
