There are 4 major problems with this bill 1) It explicitly provides a way to turn about collection back on 2) It permits back door searches for tips at FBI 3) It permits collection of entirely domestic comms off VPN/Tor

4) In addition to affirmatively permitting data found in 2 and 3 to be use to prosecute 8 enumerated categories of crimes AND its use for NatSec purposes 4a) It gives Jeff Sessions unreviewable authority to decide what the latter might be
