It's not a limit, really. It's affirmative permission to use 702 data for certain kinds of criminal prosecution -- all of which seem remarkably well tailored to the Tor exception allowing domestic spying.
Plus the "related to NatSec" can (and will) include a great deal of coercion to inform the FBI. Big problem is it gives Sessions authority to decide other kinds of dissent using Tor/VPN are a threat to NatSec.
