Very basic question I tried to find answers from by reading a dozen articles on 702 but couldn't find prob bc so basic. Does NSA try to collect all emails in or outside of US under 702? Or does NSA collect all emails anyway and 702 is about how agencies use collection?

Not for the US. They may sometimes scoop everything up for targeted areas, such as Yemen.
