I don’t know if this is included in your calculations but when you “delete” a Facebook account, it’s not really deleted for some period of time ( in case you want to reactivate it).

Very basic question I tried to find answers from by reading a dozen articles on 702 but couldn't find prob bc so basic. Does NSA try to collect all emails in or outside of US under 702? Or does NSA collect all emails anyway and 702 is about how agencies use collection?

No. They let the providers keep them until they have an interest.

Not for the US. They may sometimes scoop everything up for targeted areas, such as Yemen.
