Also bc they often (always, when possible) use 702 to get evidence of probable cause to then get the warrant. Reason I'm virtually certain they didn't have warrant ON PAP is bc they missed his phone.
2 reasons. They didn't have probable cause of a crime, and they didn't want it to become public.
