You are correct and I realize my shorthand is problematic. Nevertheless the bill only provides protections to those against whom there is probable cause.

2) probable cause is the result of the third generation of change which moved a vehicle initially focused on "security" threats from foreign actors to one where evidence uncovered inadvertently could be used for domestic prosecutions to its use now for that specific purpose.
