You are correct and I realize my shorthand is problematic. Nevertheless the bill only provides protections to those against whom there is probable cause.

Then, as designed, its not only done to protect future prosecutions from claims of government misconduct for illegally obtained fruits of leads but consistent with the "evolution" of FISA. I am not a fan of FISA and have litigated against it from day one. The issue regarding 2)

Strikes me as a similar effect to the Florida drilling exemption: Trump having some objection to how a policy impacts him personally (what, drilling at Mar-a-lago?), so an exception is carved out that makes no other sense than to specifically address whatever is chafing him.
