This, I think, is Simpson being wise to the real purpose of the question and answering truthfully and well. "Did the FBI tell Steele x?" was asked because if the answer was "yes" the GOP could scream about the FBI "leaking" to Steele.

Yes, but I think it possible FBI asked questions that led Steele to think Pap had come himself, w/o knowing that.
