There's very good reason to believe Steele has been less than truthful, for example, about whether he gave the dossier (rather than just showing it) to reporters.

It's material to question of how the dossier got leaked to BuzzFeed, which is why Steele claimed the file hadn't been shared.

I'm not doubting you studied this in depth but: A) The Dossier "belonged" to Simpson/Fusion not Steele/Orbis B) Lots of people had access to it This was a political ploy because Steele being a UK citizen what would a referral to the US justice system do?

The point being there is nothing to suggest that Steele lied to FBI, but the criminal referral itself, may have been a lie

The point being that Steele's sworn declarations appear not to match the truth on a material issue. If his sworn declarations match what he said to the FBI, then yes, there is something to suggest that.
