In addition to @JakeLaperruque's thread, one thing Tait doesn't address here is the 2014 exception, which basically allows 702 to be used for domestic crime.

First things first, 702 only permits targetting of people who are not US citizens and who are not in the United States. Those people don't benefit from constitutional rights (U.S. v. Verdugo-Urquidez). That's the easy part of the analysis.
