You still haven't established what the "misrepresentation" is, because you haven't established that the range of people potentially implicated would be "narrowed" rather than drastically expanded. It'd make perfect sense for investigators to use the broadest possible criteria.

I'm suggesting that Doss purports to "narrow" -- i.e., clarify -- but does nothing of the kind. Rather, she expands. Roughly three million Americans are potentially of "Russian descent."
