I can say it bc what he's referring to is the Intel Community Assessment, which is not the FISA order.

No I am not. Did you even read the article or see the interview by Litt? I don't think you did' you are confused and Clapper has said the Dossier wasn't used to begin their investigation into Russia/Trump.
