I don't understand McCarthy's article at all, it's a rambling mess. And he's wrong that you have to allege a crime in a FISA affidavit.
I think he's likely right that doj evaluated the dossier based off Steele's past work and not on merits of dossier itself. But he way overstates import of that, especially wrt FISA.

What did he say then? I saw him in a live interview reiterate this. You just can't say he didn't say this without proof.

I disagree. They met with Steele based on his merits. Dossier was checked against intel. Was not taken at face value. No chance.
