Anyone have a good explanation for why Tom Bossert said @MalwareTechBlog "took a risk" in killswitching WannaCry?

The only explanation I could see is he couldn't "see beyond the killswitch". What if activation triggered another chain on a tiertary host. Farfetched AF, because why build this and not signal its existence of you want to prevent deactivation.
Or it's bullshit. I vote B. Especially given MWT's repeated descriptions of it. But maybe they have to make him appear a scary person so they can prosecute him still.
