      It's come up a few times that when the CIA is involved, they ask any mention of them to be omitted under b(1) AND b(3) just to cover their bases.

      Yeah, b(3) because CIA Act and sometimes the NSAct, but just ugh, they cite CIA Act for _every_ thing (even GAO) and I hate it.
