They are public in the sense they are not private. A FOIA request could get them unless there was a valid reason not to supply them.
Seriously. Why not. If the emails are subject to the federal record keeping laws, why couldn't they be FOIA'd. And I am not saying that is what was done, but just pointing out that these are by no means as private as a regular citizen's emails.
