Sketchy reporting so far, but based on Axios, I don't think transition emails were withheld, it appears Mueller team had not yet asked for them at all. Transition team had done some sorting, intending to withhold stuff. Mueller just did end around.

I think that's a possible reading, though I highly doubt it. FBI would have asked for transition emails by the time of the Flynn interview, if not just thereafter. No way FBI waits until August.
