What's really ironic is that cutting undersea cables has been part of British military strategy since the late 19th century--and they did it, to great effect, in the opening days of World War I. TY. Btw, I did in fact do a grad paper on Reagan's telecom policy (more satellite than cables) -- a point I might return to now that we're balkanizing the Intertoobz. Snuck it into my CompLit degree.
