For people who aren't as powerful and white as Paul Manafort, that laundering process can have really dire consequences, leading them to be spied on for stuff that's even shittier than that Steele dossier (and I'm a Steele dossier critic).

But with both Manafort and Page, their prior actions/associations had already (reportedly at least, tho this could be CYA leaks from FBI) reached the level where FISC would approve a warrant.

Yes. Except that Sipher is precisely the kind of person whose word counts as credible before the FISC, w/o underlying analysis. Which is part of the problem, no dig on Sipher intended more generally.
