The “dossier” only refers to the doc published by Buzzfeed, which consists only of Steele’s reports. You seem to be conflating that with the oppo Fusion would have produced for Elias, which would have included info from Steele but not his actual reports.

Luke Harding said for the first half of the year, “Steele was able to make inquiries in Russia with ease.” Steele presumably has more clients than Fusion, who Harding reports approached Steele “in early spring.”
