No. They can't get Google's cooperation with EO 12333 (they do steal US providers data overseas still, but it's not as useful as that gotten from 702).

Doesn't "traffic shaping" allow them to collect what would otherwise be purely domestic communications? Sticking with Google as an example - how is 702 authority more broad than EO 12333?
