Nah. Too reliant on the dossier. No one trying to write a story predictively here is going to get this story right, and I say that knowing it better than Harding.

So does Harding even attempt to challenge the Dossier's claims, particularly the most verifiable ones, or does he just swallow it all from the start?

Pretty much swallows it, yeah. And tries to claim it predicts stuff it pointedly did not.
