Lofgren: Why officials had to wait to be informed by AP? What resources so targeted officials know they're at risk? Wray: Not comfortable specific victim engagements in this setting, what I can tell you is we have very well established criteria for Qs of victim notification.

Wray: Qs go to 1) can we identify? 2) is info we have actionable? could sharing protect somebody? 3) whether sharing info would compromise investigation/reveal sources and methods 4) much easier to provide victim notification when we have official accounts, go through CISO.

Lofgren: When DNC hacked by Russians, FBI contacted intern, chair of DNC found out months later. Wray: I think procedures remain the same. Procedures pretty sound. [Note: Wray has JUST told Lofgren FBI goes through CISO, which is functionally what FBI did w/DNC]
