      Q: Why do we expect FBI to inform people APT 29 is trying to hack? Given that data comes from NSA first anyway, why not DHS?

      If this has to do with the VR Systems breach in Florida, the FBI was the one who notified the election supervisors, not DHS. The local paper had a field day with that revelation.

      Good point. I was thinking of the more general DHS warnings for the 21 states--the ones that turned out to be inaccurate. Seems it might make sense for DHS to do warnings of attempts, and FBI to do warnings of successful attempts.

      It's complicated, because election directors pointed out that they needed to have clearance (which wasn't given) to look at a lot of what DHS had. Since then, it's been the world's stickiest point of contention.

      yes, I'm aware of the clearance issue. But that's partly just overclassification.

          Also, elections are a continous custody battle between states and the federal government. Nobody trusts anyone from the other side.
