Was it even a cut, though? Or less of an increase? I thought the latter, but could be wrong. Either way, then Woolsey hit Congress with that great slain dragon/poison snakes imagery and got things back on track.
I actually did some work with defense contractors in 1993 and they were wailing like stuck pigs. So prolly just a showed increase.
