There are norms (even laws) about what you do when you capture a spy or soldier working in a recognized nation-state role. But not for hackers.

As it happens, I also agree that we need norms. But I don't agree that criminal charges are somehow off the table. On the spectrum of all possible reactions, this is pretty civilized.
