Why do we GAF about intent? If we believe they're nation-state why are we indicting them? You expect China to GAF abt @MalwareJake's intent at NSA?

I hate the post-9/11 global indictment creep but I think actions like these might be a solid way to force gov'ts responsibility (kind of like normal spy arrests)
