There's the complete silence on all the banks that didn't get prosecuted under late Mueller tenure. That's partly Lanny Breuer/Holder's fault. But partly complete refocus on terrorism.

In any case, my take on Mueller is 1) he's good bc he calmed FBI/DOJ and knows how to negotiate that bureaucracy 2) he's actually pursuing some of his own unfinished business 3) he also put together a superb team.

just speculating but in my experience as a civil mediator I find successful negotiation requires most importantly: self control, ability to read people accurately, see 5 or more steps ahead, ability to respond to surprise & create new strategy very quickly.
