One other way USA Lip Service is better than Leahy-Lee is use limitations tied to 702 certs. Given that Leahy-Lee still permits collex of domestic comms (off Tor), this is a big deal.

Nope. Read the fine print. Use limits only apply when AG invokes terrorism exception to warrant requirement for USP query.
