Maybe I'm missing something, but at the top you say Wyden seemed concerned about govt "using the FISA Court" for backdoors, and then he says he's concerned about forced decryption "without FISA Court oversight." Is it with or without the court's permission?
It appears they're saying that once FISC approves an order or certification, the providers are expected to deliver on those facilities. There's no court review of what "technical assistance" is (and whether it's adequate), which is what Wyden-Paul would add.
