sure, that's one possibility. i don't think that's necessarily it, though. after all, by july 2016 lots of ppl (press, certain republican operatives) had heard of the then-nascent dossier.

there is no reason to think that the trump camp didn't hear the whispers, and the russians certainly did as well (plus they would have had eyes on steele's sources in russia).
