Here's the thing: The IC (and Goodlatte and Sensenbrenner) wouldn't even agree to have a magistrate review all queries for reasonable suspicion b4 access.
Not least bc it'd force a count. It's why Mark Warner's change is less stupid (but still inadequate). It'd involve paperwork that could be counted.

Nobody wants a count. If the count was low, it 1) wouldn't be hard to track 2) nobody would be embarrassed to release it
