No. I'm guessing, based off what we've seen so far, Mueller has 3-person teams working on different strands of investigation.
So Manafort team is Freeny, Weissman, Andres. Papadopoulos is Rhee, Goldstein, Zelinsky. That leaves 10 prosecutors to chase Flynn.
