In case like Manafort where you've already established criminal conspiracy it'd be nutty and stupid not to suspect its usage was connected.
Manafort has knowingly been under investigation for far longer than he had that phone. & he likely knows how easy it is to correlate phones.

Was Papadopoulos' new phone bc of investigation? Absolutely. Manafort I'm actually less sure.

Could be innocent or not. But it certainly does raise very reasonable and legitimate suspicions and merits investigating.
