if wrappers are sound i would say yes. more important is if the facility that made the candy also made candy with nuts. My opinion

Yes, she is celiac (not really allergy, but close enough for Halloween). Treats are small toys and similar

Actually, we kept it pretty small. Candy from friends/family. It's been a few years... she's 24 now. We were on our own.
